The Enugu State House of Assembly has threatened to sanction contractors handling development projects in the state whose project execution falls below approved standards and specifications.
Rt. Hon. Chima Obieze, House Committee Chairman on Works and Infrastructure, Housing and Urban Development handed down the threat while announcing a state-wide inspection Tour of development projects in the state.
The inspection which will begin on Monday 5th October 2020 is part of the oversight function of the committee.
Obieze stated that the exercise is in in line with the mandate and powers conferred on the House as enshrined in the 1999 Constitution as Amended
and urged the state ministry of works and Infrastructure and principal officers of RAMP to direct all resident engineers and technical team to be part of the Tour.
He stated that contractors found wanting in execution of projects will be blacklisted even as the House will not hesitate to encourage contractors who executed projects in line with approved specifications.
The statement reads:
“The House Committee on works& Infrastructure, Housing & Urban Development wish to inform The Commissioner & entire Staff of the Ministry of Works, the State Project Coordinator & Staff of Rural Access Mobility Project(RAMP), the ALGON chairman & all Local Government Council Chairmen, All Contractors handling projects for & on behalf of the Government & people of Enugu State, members of the press & the general public… That the Enugu State House of Assembly through her Committee on Works & Infrastructure, Housing and Urban Development will embark on a state wide Project Inspection/oversight starting from Monday 5th of October 2020”.
“The State Ministry of Works and Principal Officers of RAMP are to direct all Resident Engineers & a technical team to be part of the Tour.
“All Contractors must be on Site to receive & take questions from the House Members & our Technical crew.
“This is in line with the mandate and powers conferred on the State House of Assembly by virtue of Section128 & 129 of 1999 constitution at Chapter 5, Part 2.
“All Contractors found wanting will be blacklisted as the Committee have no plans to condone waste & mismanagement of tax payers money. While All performing Contractors will be appraised & encouraged.
“The Committee will also expose any negligence, corruption, complicity, non-compliance & incompetence on the part of any Contractor & any government/civil servant discovered during the oversight.
“It is our mandate as elected representatives of the people to ensure that they get the best & this is what we are out to ensure they get.
“We also know that the Governor, Rt. Hon. Ifeanyi Ugwuanyi is doing massive Rural & Urban Development. So we are out to ensure that no contractor or complicit State Worker sabotages His Excellency’s good intentions for the Enugu people.
“After this tour, the Contractors that have questions to answer shall be invited. Thereafter a detailed report shall be presented to the House for adoption as a working document for the State. With recommendations on way forward.
